I filed a Non-Receipt Claim with Paypay and I was awarded .68 cents from dbalsam (Deborah Balsam) and Dog Soul Publishing. When I spoke with Paypal, they informed me that since the transaction did not occur on eBay, they would not honor my claim. I spoke with a manager on duty and they are allowing me a courtesy refund, and I am thankful for that, but it only happened when I asked for a supervisor, general manager, or district manager.
The really difficult part is knowing that there was only .68 cents in the sellers account. The seller would have to have asked for funds to be transferred after I paid on 9.18.2008. To the best of my knowledge, funds do not get transferred to any other account without the person owning the account initiating the transfer.
This is just so wrong! No communication whatsoever, no items that I purchased, and no refund from seller. I would avoid like the plague! I didn't want to leave negative feedback, as I have waited three weeks to do so, but I have no choice because I don't want anyone else to have to go through this.
