Dear Etsy, Contradictory ideas of when a "transaction" is made. Clarify?

It can't be both ways - - is it when the buyer completes the checkout process *OR* when the buyer pays and the seller ships?
Pick one or the other and I can work with you, but this is sloppy and ambiguous and needs clarification.

I am bothered by the "sellers took advantage" line. That makes it sound like we are operating outside the letter of the law. I have canceled sales before after a customer returned an item and I refunded the money because I was under the impression that that was what was to be done. I really don't like the implication that I was skirting policy, or going through a loophole.

Allison, there *were* some sellers who would cancel a sale if they had an unhappy buyer to avoid bad FB, so those buyers needed protection but not this heavy handed slam down on *all* returns....

It's stuff like this that caused me (and tons of others) to leave Ebay. And with all of the departures, Ebay took a big earnings hit.
