This dress is a semi-circle skirt covered in layers and layers of gathered tulle, complete with a stuffed swan neck and head.
Has a zip back with hook and eye closure. The tulle gives it a lot volume, so it can be worn with or without a petticoat.
The dress appears a little blue in the photos, but it is actually pure white in real life.

(can possibly fit 28" up to 31" depending on how you let the waistband sit on you)
