NOTE: Another Etsian who is more knowledgeable than I has given me the following info:
cut steel was first made in the mid 1700s & reached it's heyday in the late 1700s; became extremely popular during the Victorian era but by then they had developed a way to 'stamp' the designs from sheets instead of the original extremely labor intensive way it began, but hand faceting tiny 'nails/brads' & riveting the nails onto back plates creating beautiful elaborate designs...it was highly sought after & extremely expensive in the late 18c.....your piece is a later perhaps 1910-1940 (can't really tell via pics) design in honor of this type of jewelry...
