This is an original 1920s or early 1930s "Whoopee cap"it's better known, by most people, as the "Jughead Hat"(from the Archie's Comics
)Boys in the late 1920s through the 1960s would take their Dads cast off felt Fedora's, and cut the edges off in a jagged style, then cover them with buttons and pins of ironic nature.
This one has a creepy skull like eyes and mouth cut into it,and painted around, as well as rings and a chain that probably connected to one of the other points on the hat.
One of the pins is a elephant with "Coolidge" on it (Calvin Coolidge was our president from 1923-1929! There are also various other pins, a owl, a couple of shamrocks or 4 leaf clover's (maybe he was Irish American!) American legion, and rare early pin-backs that were from a cigarette company, circa 1910s.
It fits a small to med size head, but it is pretty fragile, and should only be used for display!! Seriously a Rare piece of cultural American History!
