It features wire branch bits that are woven and formed to fit a 23" head well. It can be bent upward upon itself to be made a smidgen smaller ... but I recommend it for someone who is pretty close to 23".
It's a lovely piece for an outdoor wedding or other fancy event ... also love it for a summer concert or festival! :)
