2) They are functional.

This is a listing for 2 custom-made luggage tags. The pictures show the front and back of both luggage tags.

Each lightweight luggage tag consists of three layers:
Two layers of laminated quality paper with in the middle one special layer to give the luggage tag just the right amount of suppleness and sturdiness. A metal ring is placed at the left with a deep yellow cord running through it.
The front of each luggage tag is fresh white with bright yellow stitching.
The back of each tag is bright yellow.
