It zips up the back, finished with a hook and eye closure, and has short sleeves, vertical seaming / darts on the front and back and high scoop neck with 4" keyhole cut out and decorative bow tie detail.
This was separated from it's belt at some point but the sewn-in loops remain.
The slightly nubby, textured fabric is just a bit on the sheer side so an additional layer may be necessary.

This is marked a size 20 1/2. I generally wear a size 8 - 10 as far as dresses go and this is a bit loose on me. I'd estimate this to be between a medium and large; probably comparable to a modern size 10.
