Please note that the skirt is shown in the pictures both with and without an underskirt. The Underskirt is not included in this tutorial. If you would like to make a similar pettiskirt, you can find both free and for sale instructions on the web. In the first picture I have used a bow and a safety pin to pin up the top layer to show the second layer.
