My standard sizing information for panties is as follows:
*Extra Small: Widest Hip: 30-32.5”, Pants/Dress Size: 0-2
*Small: Widest Hip: 33-36, Pants/Dress Size: 3-5
*Medium: Widest Hip: 36.5-39.5”, Pants/Dress Size: 7-9
*Large: Widest Hip: 40-43”, Pants/Dress Size: 11-13
*Extra Large: Widest Hip: 43.5-46.5”, Pants/Dress Size: 15-17

The measurements I use for custom fit panties are:
*widest hip (like down near your bottom)
*high hip bones
