The vintage black buckle is plastic with oblong carvings at each edge.
The cloche is lined in washed cotton sateen in black.
I have this hat in a size 21 1/2" to 22" which is a size smaller than the one in photo. The buckle is the same.
To measure your head: Use a soft tape measure and go around head about 1" above eyebrows in front and include the largest part of back of head.
