I added the ribbon, but the original sash or ribbons would be more like at least 5-6 inches wide. Titanic era, likely 1909-1915. Period accuracy would have a larger sash and bow or bows on the dress. I am curious if the girl wore it different ways, meaning that she may have had one bow in the front (as I did with the ribbon) or two bows on either side, gathering the front but with no sash in back. Inside of the back hook and eye closure, inside the dress is the barely perceptable name of Doris May (or Mae) Stevens.

The dress is of a slightly heavier weight natural fiber fabric, cotton or linen, more like a homespun, than the batistes, lawn cottons and linen. Probably the right fabric for active children's clothing. Scalloped embroidered edges and embroidered short sleeves. The front of the dress has embroidered flowers with pale pink french knot centers. The front features to the two sections, which are open, where you would thread the sash. Apparently this is a sturdy dress and well cared for. After years of storage, there are only a few pale spots, which could certainly be laundered out. I believe you can see them in a couple of the photos. No worn spots, holes or tears.
The dress is strong and certainly wearable for years to come. Darling for period photoshoots, weddings, etc.

Measurements: Measurements are taken outside of the frock while flat.
Across the chest 16 1/2 inches (x 2) tapering out to about 22 inches (x 2) at the hem
Length from shoulder to hem is about 26 inches
