I also have suggested several times an option to exclude countries when EveryWhereElse is selected in 'ships to'.
It would be beneficial if the exclude list was a drop down and could be selected for each listing. Inclusion in shipping profiles if always the same, regardless of item listed in that shop, so one would not have to select each time if exclusions static and same for all listings for whole shop.
Of course, also make available in API so third part developers may integrate with their products.
Basic operation could use same list as currently available for adding country.
When EveryWhereElse selected then new line appears with exclusion countries drop down and display. [nothing entered, nothing excluded/displayed]
Exclusions are added from drop down to list window on right. This would allow single line selection of exclude country, expanding display of excluded countries, and listed exclusions displayed after publish.
Two radio buttons right of expanding list could be used for add/remove operation.

Currently unable to ship to: <list of countries, alphabetical>
NOTE: wording may be better for countries on exclusion, English is not my first language :)
