Zero shipping plus billing after sale -- admin please clarify

In another thread a new seller has indicated that he was told he could list $0 for shipping his large items and bill customers for actual shipping charges after the sale. Due to the "no posting of convos/emails" rule he cannot show us the actual wording of what he was told

The majority of long-term sellers are sure that this is not allowed but we cannot find anything in the Do's & Donts about it

So please admin -- can we have proper clarification - and can we have this clarification in a public place so we all know what is and isnt allowed

If a seller lists $0 for shipping - is he allowed to ask for shipping after the sale?
Or is the zero shipping on the listing a legal contract?

Etsy's policy states that listing information should be accurate. This includes shipping costs.
If for some reason, it is not possible for a seller to accurately estimate shipping costs in a listing without knowing the final destination, then it's important for them to clearly note this in the listing. Ideally, the buyer and seller should communicate prior to the buyer making a purchase, so that the seller can edit the listing to reflect the accurate shipping cost on the transaction.

Marking the old fashioned way...
It would be nice if one could do that... with bolts I have to do an estimate of shipping, make sure it is high enough to cover the cost, and then once payment for the bolt/shipping is done refund if there is any over-charge...

Especially for international shipping using Fed ex Great Rates where they load the shipping quote for specific days... so you are charged that amount... if a seller could charge the shipping after things were packed it would be most helpful!
Wow, that would be a huge issue! As a BUYER I definitely want to know if the listed shipping is the contract for the sale or not, as we've always been told in the past that it is.
That just screams of dodgy to me. I would be put off of items if a seller tried to do that. I believe cost should be displayed up front and if not I simply wouldnt buy.

For some things one does not know what the cost will be until the location it is going to is known. I have shipped bolts world wide... the cost of getting one to Australia is about triple what it is to ship it to Singapore... it does matter... that is why a lot of people say to contact them for shipping information.

With Fedex Great Rates even the day matters as planes are used for specific days to a variety of places as they fill them when the planes are empty...
I would love to know this as that is what keeps me from offering international shipping.
I, too, would be really unhappy if I bought something with a shipping cost of $0 and then got a bill later for shipping. I don't mind having to ask for an estimate before the sale (well, sometimes I do, but skipping over that for now because it's irrelevant to this...) but once I've clicked buy and given my payment details, I'm certainly not expecting to hear back later on with a "Oh, and here's this unexpected charge in addition to what you've already paid, thanks!" or anything to that effect.

Maybe Etsy can clarify; I'm hoping the seller in question has misunderstood the advice he was given, rather than this being Etsy's actual position.
