Great! It used to be completely free of charge but you can now choose to pay for extra features. I am sure that some more Etsians will soon be on here with plenty of more suggestions for you.

p.s. Just remembered www.fotofuze.com if you like those white backgrounds...I have struggled to get on with it though. Plus picasa is another site.

Photoscape. You download it and use it on your computer. It has a lot of manual adjustments along with filter and all the usual stuff plus an auto adjust for sharper, clearer images.

Two of the best photo editors out there are free: Gimp and IrfanView.
