An impression is a single display of your ad. Your item does not have to be clicked on to count as an impression. It is not the same as a “view”.
Search Ads are priced by number of impressions. This number changes depending on the keyword. While the average price of a keyword is $1 for 1,000 impressions, some keywords cost more and some cost less.
The list of keywords and their prices can be found here:

The prices of keywords are determined on the basis of historical search data. The more popular a search (taking into account trends or seasonality that might affect the keyword), the more expensive that keyword will be.

You will not be charged twice, as one search result counts as one impression. You are charged by impressions, not by how many of your keywords appear in the search terms. So your ad may appear if a keyword is part of a larger search phrase, but you will only be charged for one impression.

$2.50 per 1000 impressions for something like "rose quartz" ? Are you serious?! That is so misleading...

I'm confused, is this saying that instead of the 5000 impressions for $5 Etsy is promising, we actually get a lot less *for example* "rose quartz"? So for that word, we would get 2000 impressions for $5?? That's no good...
