There are some issues with the Feedback tool that have been reported and discussed here:

Basically, customers are either ignoring or unable to find the Feedback tool and are not being encouraged, by Etsy (rather than by individual sellers) to use it.
The Feedback option is reportedly missing on versions for mobile devices. (I can't see it for my purchases using Etsy for Android).

It's true that Feedback is not currently supported on any of the apps. We are looking into the possibilities for future versions and will certainly keep folks informed. Thanks!

Keep in mind, Sally-Ann, leaving feedback is completely optional.

Many people in the forums (buyers and sellers alike) have said they do not like to be "nagged" or reminded or encouraged to leave feedback.

David and Christine - yes, I'm aware that it is optional, though I find it helpful to know that the items I send, actually arrive and asking for feedback is a useful way to encourage that communication. I also prefer to leave feedback for buyers after more than just a wordless purchase. How can you really rate a buyer from a one click payment? So I only leave feedback after having received feedback or a convo. I send a message of thanks with my dispatch notification though! I value courtesy :)

This is very useful information. I try not to worry about feedback, but I had noticed that my percentage of customers leaving feedback had dropped from always being above 50%, to well below 50% during the holidays. I had thought everyone was just too busy, but it makes sense that many more people are using mobile devices to order. Thanks for the info!
