This wonderful twirl skirt features adorable coordinating Debbie Mum Halloween fabrics. The skirt has an elastic drop waist and two tiers, each with a double-ruffle bottom, separated by layers of tulle.

This skirt is a size 3/4, and will fit a 20" (unstretched) to 24" (stretched) waist and is 13 1/2" in length. It can be worn alone or over tights or leggings.
