Based on style, cut and shoulder pads :) I think this is mid 1980's. Five of the ten fabric covered buttons have lost the center fabric piece. A couple of the buttons are loose.
You could replace all of the buttons, or just remove the center from the five that remain and wear it now.
Small area on both sleeves and at the collar where there is a little discoloration, probably from perfume or lotion.
Might come out, does not show when dress is on.

Measurements laying flat:
Shoulders = 18"
Bust = 20" measured from pit to pit
Waist = 13" gathered elastic at the back so can go up another 2 -3"
Hips = free
