40s Skirt and Blouse 34-28-37

Eight gore skirt and blouse with unusual patch pockets1940s Hollywood #640, all pieces included
Bust = 34" Waist = 28" Hip = 37"
I love the pockets placed on the diagonal. The envelope also says the skirt comes in "regulation" or "very short" length. Anyone know regulation for what? War time fabric usage?
