Vintage Deep Burgundy Red Holiday Cocktail Party Dress w/ Bow

Here is a lovely vintage holiday cocktail dress. I believe that it is from the 1960's. I think that it might have been handmade. There is some wear on the bow on the front of the dress, but other than that it's in great shape. It is either made of velvet or velour. It is about a size 6-8. The dress hangs down to about knee length. Please note, measurements were taken while garment was lying flat:
