The pattern has been prepared to print at the correct scale, and many customers have used it without any issues. It may be due to the country of origin. The difference between the measurements and US sizes is only in the numbering, which doesn’t significantly affect the fit. If you follow the size measurements in the instructions, there should be no problem. The pattern does not include a seam allowance, and this is stated on the page.
