I am trying to cover a plastic headband with velvet ribbon for my daughter, and eventually for my shop (if I can master it!). I've been successful at covering headbands with other ribbons and laces using hot glue in the past. The velvet ribbon seems to be much more porous, however. I have attempted to adhere it to the plastic headband with hot glue, E6000 and Tacky Glue. All with the same result - soaking and seeping that was slightly (and in some cases VERY) visible in the finished product. I applied each glue as sparingly as possible and still had this problem. This just will not do!

Any tips?
