I was a child born in the 1940s and I remember these being on the roads during my childhood. They were used as warning beacons especially at night in road construction areas and also used by the railroad to melt snow and ice from the track switches. It's heavily weighted on the bottom and is "self-righting if knocked over". This last claim is from the item description - no guarantees are implied.

The lettering reads "THE TOLEDO TORCH THE TOLEDO PRESSED STEEL CO. TOLEDO, OHIO.. U.S.A. PAT. 1732708

This one has some rust but no holes. There's still some wick left. I understand people are now using these in their patio gardens with Citronella oil to ward off mosquitoes. I haven't tried to see if the top will screw off. If there's rust preventing that, I've removed rust before by soaking something like this in vinegar - doesn't matter what kind. The acid in the vinegar works to loosen the rust.
