The card is in very good condition with a little wear on the back corners. It is not stamped, used or postmarked. Looking up the card online, I saw it is from either the 1930s or 1940s, so I have put it in the 1940s section of my shop.

Doesn't Discriminating Guests sound kind of ominous?

Elizabeth City is known as the 'Harbor of Hospitality' and is a historically famous shipping city. It is on the Pasquotank River. It was founded in 1794 and is the location of one of the major bases for the U. S. Coast Guard.
