This is a plastic cowboy riding a tin horse. I have no first-hand knowledge of when this toy was made, but the general consensus of my research is that it is a 1970s toy made to resemble those made in the 1950s. The box pictures a more realistic horse and rider, but I believe it is the original box. It was made in Korea by MTU.

The horse with it's rider measures 6" tall and 7" wide to the end of it's tail. It is in excellent shape, showing only a few worn places on it's belly. When wound up and set on a smooth surface, it's tail spins around and the horse and rider also turn in circles. The horse rears up further on it's back legs. Very fun!

The box is in pretty good condition. It shows some wear around the edges, but all the graphics still look good.
