Highlights
This is a vintage tool used to sharpen knives. Use the wooden handle to hold it and then scrape the knife's blade at an angle along the black part to sharpen the blade.
Looking at the black part, it is easy to see that this tool has been used many times in the last 50-70 years. It has been turned often to keep the shape of the tool uniform. I'm sure that it will sharpen anything in your kitchen for the next 50 years, too.
