Judging by the vintage hats that I have owned and sold over the years and the similar examples that I have found in period fashion catalogs, this plume most likely dates from the late Victorian era and into the Edwardian period or the early 1900's.

This millinery accent is also known as a French plume. It isn't just a single feather. Several separate ones were washed, curled, split, and then sewn together to create an extra full and fluffy plume.

It is in useable condition:

1) The color is even and unfaded. Any variation from one photo to the other is due to lighting.
2) There doesn't appear to be any bald spots in the plumes.
3) They don't have any bad smells.
