It is easy. Embroider the design as usually appliqueing. Large satin stitches will be loose. Once you complete stitching the design turn over the hoop to see a reverse side, and cut the bobbin thread along large satin stitches. Turn the hoop back over and fluff up the "fringe" around. Included a PDF file with the directions with photos of my other fringed project, but the technique is the same.

I put one on a 4x4 zipper bag to hold eye drops. Very cute and unique. Stitched fast with no problems. I forgot to use a contrasting bobbin thread, but I was able to find it easily enough—but I’ll likely remember next time!
