Captain Arthur Phillip, after arriving in Sydney Harbour in the First Fleet in 1788, described the harbour waterway as "Here a Thousand Sail of the Line may ride in the most perfect Security". The sailing boats have changed since then, but the security the harbour provides for recreational sailors remains unchanged.
