I first thought this was simply a cool, retro planter with a metal base/stand. I have since discovered this may have originally been a TV lamp made by Jacquelin, one of the major manufacturers of the popular panther TV lamps; however, a previous owner must have removed the simple light fixture that was attached to the metal base. A similar one with the bulb attached can be seen at http://www.tvlamps.net/jacquelin_lamps.html. (Personally, I don't think I would want a lighted bulb in such close proximity to silk plants!)

Great chartreuse color. Marked "Jacquelin 411" on the bottom. Approximately 10-1/4" long, 3-3/4" wide in the middle, and 4" high (when on its stand). Opening is about 9" x 2-3/8". The metal base looks like brass, and there are some age-related dark marks and patina. No cracks, chips, or repairs.
