I am not sure exactly what this item is, but I believe it to be a Spooner. Much research has been done trying to identify this piece But I do know it's maker was a prominent silversmith in Boston in the late 1800's until 1925. James W. Tufts is also known for designing the first golf course in the USA, in Pinehurst, NC. This item is very ornate and is TRIPLE plated.
