This skirt is from my Sumie Tachibana Collection.
The collection line items are much more elaborate.
This particular skirt is a high-waisted corset style double circular flared skirt.

It is made from an Italian cotton dotted shimmer pique that is lined with silk organza.
There are two under layers. One is the actual lining, and the other is lining fabric with nylon tulle that has been gathered. It acts like a petticoat so that the skirt flared out a little bit.

The left side seam has an invisible zipper and a professionally set in snap closure on the skirt part with a lambskin trim detail.

(this should be under your bust) = 27"
-go 6.75" down from your under bust and the waist measurement for that is 29"
-the true waist on this skirt is approximately 26-27"
Total length from top to bottom = 24"

If the skirt is close to your size, the best thing to do is to get it tailored/ cinched smaller in person with your local tailor. That way the high waisted corset part is fitted exactly on you.
