These are cute! They are "kubi furi" kokeshi dolls which for lack of a better word might mean "bobble head". It isn't that their heads just moves around on their own but you can move their heads to the side so they look "shy" or straight on like a normal doll.

There is writing on both of them. They are lines from a song.

On the little girl it says "The clouded moon is visible in Higashiyama" Higashiyama is a mountain in Kyoto.

On the big sister it says
" I Love Gion, love Maiko so much
Oh pretty Drooping Obi"

Dropping obi means the part of the sleeves that drop from the arm towards the ground.

The smaller sister is about 14 cm tall and the older sister is about 19 cm tall.
