Your classic caricature portrait of Leopold II, King of the Belgians is from the 'Sovereigns Series' produced by Vanity Fair in the 1800s. This one says 'Un roi constitutionnel' at bottom. The print is dated October 9, 1869 at top right.

Small spot at bottom right. Otherwise in very good condition. Blank on the reverse. It comes with the accompanying page about the person featured.
