Vintage outdoor game called Play-Bouy by Rainbow Plastics of El Monte, California.
Patent # 3743280.

It consists of two pairs of red plastic D-handles, connected together by a length of braided nylon cables. Connected onto the cables is a red/white rounded plastic, football shapped, bouy looking thing. First you stand apart from each other so the cables are in a straight line and somewhat taut. You then locate the bouy to one end and then pull the cables apart by the D-shaped handles. This propels the bouy via the cables towards the other person. The harder you pull the handles apart, the faster it flys toward the other person. If the other person keeps their handles together, it hits their handles hard. If the other person opens their cables, it slows down the bouy speed as it hits their handles. If timed properly, two strong people can make the bouy zip back and forth with amazing speed. The bouy is approx. 8.5" long x 4.5" diameter.
