Vintage Edwardian Quebec metal fleur de lis medallion hearts metal cloak or belt clasp

I do not know a whole lot about this item accept that it is mighty cool and would be awesome in a period restoration piece or in a bohemian DIY project. This clasp is at least from the Edwardian era if not from the Victorian era. The two pieces clasp together to secure a cloak, open jacket or a belt. The center heart shaped stones are a deep and dark midnight blue, almost black but definitely blue in the right light. I believe this is some kind of semi precious stone. Painted on these cut heart shaped stones are a fleur de lis design done in metallic silver. The heart shape and fleur de lis imagery seems to indicate this piece has something to do with Quebec. These blue stones are set in a silver tone metal frame that extends to oval circles and on one piece is a medallion with a woman's face on it very much like embossing on an ancient coin... The antique patina adds a new level rendered by time to this pieces artistic dimensions.
Inside is a stamp that is shaped like a shield with some bird of prey and a crown. I'm not sure what it says my best guess is FNLC. This piece has further ornate stamping on the back almost looking like pictograms or stylized AM's around the outer ring.

There is some rust and tarnish, I do not see any paint lose on the design, Slight wear on stone.
