STORE POLICIES:

New York State Residents must pay sales tax. Paypal will add the appropriate tax charge to your bill.


*RESERVED ITEMS*

Reserves are possible for a reasonable period of time, which is no more than five days. I will email you on the fifth day and if I don't hear from you, will un-reserve it by the next morning.

*PAYMENT*

Payment is accepted through Paypal. Credit card payments can be made through PayPal without actually registering. When paying with your credit/debit card, simply proceed using the Paypal link during the checkout process to complete your payment. Paypal processes card payments keeping your information safe & confidential. You do not need a Paypal account to use this feature. :D

I do on occasion accept postal money orders. After I have cashed the MO or check, I will mail out your item.

*SHIPPING*

I normally send items via USPS First Class Mail. Items are always padded and cushioned against breakage in a gift box or swaddled in padding inside a padded envelope. I do not send receipts as we can print out our own Paypal bills and invoices.

**I have included insurance on items mailed within the US that I feel are sufficiently one of a kind and it is stated in the item's description.

U.S. customers, you will receive an automated email from Paypal that confirms your shipment, along with tracking info. Please be sure your Etsy and Paypal addresses match! If you wish your package to be sent to a different address, please send a separate EMAIL. My email address can be found on your transaction page.

Customers outside the US, I am happy to sell to you and accept Paypal only for these transactions. Please convo me and I will let you know what the shipping charges are to your area, if I have not already estimated it. My rates are a bit higher on some items as my items are shipped in a box and are cushioned against breakage, which adds weight.

OVERSEAS BUYERS, if you do not choose to track and insure your item(s), and they are lost or damaged in the mail, I cannot replace them for you - you buy at your own risk. I am always happy to research insurance options for you, so don't hesitate to convo me.

To My International Customers:
I do not collect any customs when sending our packages. Any customs fees, taxes, tariffs, duties, etc. that may be incurred at the time of delivery would be at the discretion of your country's tax regulations. I have no way of calculating how much these fees would be, should they occur, and Over The Top is not responsible for those charges. For any additional information refer to your local customs agency. Returns will not be accepted due to customs fees.

**International packages do not ship via Paypal, thus you will not receive the automated email. Your package will be hand addressed and taken to the post office to be shipped. I usually ship within 48 hours of payment for international orders.

I do urge the spending of a little more to insure your item(s) in case anything happens. ***IF NOT INSURED, I cannot cover damages or losses.

I urge the purchase of delivery confirmation to Canada, usually a couple of dollars.

After I send a package to you, I check its progress via USPS at Paypal for shipping within the US. I will send you an email if I notice that they have tried to deliver your package unsuccessfully. This has happened twice now and this is my policy for packages that languish at your local post office:

If you don't pick up your items at your local post office, they will be sent back to me anywhere from two to three months after I ship them. If an item is returned to me, I will send it out to you again at your expense only. If you are too busy to make a trip to your local post office, I suggest having it sent to your work address.

Priority shipping is very expensive, so please allow the maximum time for your purchase to reach you, especially at Christmas.


NON-PAYMENT

Etsy allows buyers to pay within three days. I prefer immediate payment, but sadly, have to abide by their rules. The day that you purchase is considered the first day. That stated, I will contact you by email and Etsy convo on the third day after your purchase and if you do not respond, will report the transaction, leave the appropriate feedback, if necessary, and re-list it so someone else can buy it. This is how I support myself - it is not a hobby.

If you have extenuating circumstances and want an item, let me know in advance what your situation is, not after you purchase.

REFUNDS

If you are unhappy with your purchase I will refund your item, less the shipping charges, upon receipt of the unwanted item **within seven (7) days**. I take great care to photograph and describe my items so that what you see is what you get, but if I have made a mistake, I will take the item back, on a case by case basis. Shipping charges on returns are your responsibility and the item must be insured. I regret that I cannot refund a piece that goes AWOL on its way back to me if it is not insured.

There are no returns on sale items.
