There may be shops here with location set to Ukraine, with PP switched on permanently. But I have no idea how those sellers go about it. As a Ukrainian, I can send money with PP. I can spend it online. The official Paypal's answer about withdrawing is: no, you cannot withdraw money to a Ukrainian bank card. And I have only Ukrainian bank cards. Maybe, those shop owners withdraw to a foreign bank account. Maybe, they do it via intermediaries. There are businesses who have offices in countries other than Ukraine, too.
