Hi Roxanne - I'm sorry to hear the skirt did not fit. Vintage sizing can vary quite a bit from modern sizing, which is why I include measurements in the listing as well. This skirt measured a 28" waist, which is quite small. As stated in my shop policies, I do not accept returns. I hope you are able to pass it along to someone else that may enjoy it. Happy Holidays!
