No product, no refund, no replies to emails

I received one message from the buyer, stating only "Still not received". The buyer did not ask for a refund. The same day I responded; "You order was shipped on January 9. International shipping can take up to 21 days. Please have patience. I'm sure your item will arrive soon." Three days later I saw this review. I contacted the buyer again; "I just read your review. I did reply to your message. You send me a message on January 21. I replied to you, on January 21. You did not ask for a refund. You wrote you didn't receive your order yet. I replied that international shipping can take up to 21 days. Your order was send on January 9. If your order has not arrived within 21 days, you can get a refund." Unfortunately the buyer did not respond to my messages.
