Hello! I’m Melissa the owner and creative director of Twigs & Twirls. I'm a full time stay-at-home and work at home wife and mom of 4. I started Twigs & Twirls when my 3rd child was just an infant wiggling in my lap and at my feet, he is now four years old! I love pretty party things and love to plan my kids parties, so this is basically a dream to help you plan yours! We live in Portland, Oregon and work out of our home studio. Returns and exchange details
If you are unsatisfied with your order please contact Twigs and Twirls immediately upon receipt of your order. We want our customers to be happy! If an error was made by our shop, we will happily cover a replacement to you.

No returns/exchanges on balloons. Refund for defects are considered PRIOR to inflation.
Helium is not included- your local party supply store can fill for you. Pricing varies.
Do not over-inflate or your balloon will pop. Float time varies based on a variety of conditions.

Returns for items that qualified for free shipping are subject 10-15% restocking fee, which will be deducted from your return value based upon item qty/size/weight of item.

Returns/order cancellations for checkout via PAYPAL - Your refund (if your checkout method was PayPal ) will be less a 2.9% transaction fee which is held by PAYPAL. You will not be refunded in in total unless an error was made by our shop.

We do not offer returns on our straws. Straws are typically used for food and beverages and cannot be returned because of health and safety reasons.

Garlands and Tableware are returnable within 30 days of purchase in their original un-assembled/un-opened condition. Buyer pays return shipping costs, original shipping charges will not be refunded. Please message me to arrange a return. Custom orders and/or orders greater than $200 may be subject to a 20% restocking fee upon return. This amount will be subtracted from your return value. Assembled garlands are non-returnable.

Items returned to us due to incorrect address, specifically marked "refused, undeliverable, addressee unknown, etc" by postal service can be re-shipped at the buyers expense- additional checkout required. Any items still being held by me 60 days after the original purchase date without any communication from the buyer will be discarded or donated.

If you pay via paypal e-check, your order will not be processed/shipped until your check clears. This means orders paid for this way will take longer to ship based upon check processing time.

Order cancellations are granted at my discretion, please submit your request kindly and politely.

Shipping
Please double check the processing time of your selected items. We ship items very quickly, BUT if an item is sold out...processing time will reflect when it will be ready to ship.

All items ship from Portland, Oregon. We currently ship within the US or to Canada.

Please make sure your ADDRESS is correct at checkout. It is the buyers responsibility to enter their correct address. We do not accept address changes after your order is complete. If you have entered an incorrect shipping address we will cancel your order and you can place a new order with your correct information.

We PROCESS your order (ship out) as quickly as possible. Please refer to the current processing time reflected on each item in my shop, shop announcement or your scheduled shipping date on your order receipt. Please send me a message if you have a concern. (Noting your need by date in the checkout notes, is helpful and encouraged but does not ensure on-time delivery.) Custom orders may take longer. If so, it will be specified in your order. Orders do not ship on Saturday/Sunday or on Postal Holidays. It is the customer's responsibility to look at the calendar and factor these days into the anticipated arrival time. Please do not assume we can expedite order processing, please message me prior to placing your order so I can let you know if that is possible, but most of the time I say "yes"! Shipping estimates made by me are my best and honest guess, not a promise or guarantee of on-time delivery, they are not an exception of the policies stated here.

We ship most orders USPS STANDARD POST with delivery confirmation. Delivery time is 2-5 business days based upon your location. This is the most economical shipping method possible.

You may purchase EXPEDITED/UPGRADED mail service and insurance via USPS Priority at the checkout page on most items. I cannot ship your order priority mail unless you buy it. Please send me a message if you have questions. USPS Priority mail delivery time is 1-3* business days based upon location, includes tracking and insurance. (*USPS Priority is an unreliable service/ and is not a guaranteed on-time service, I recommend factoring in 4 business days for on-time arrival.

Please understand, after I mail a package it is out of my hands and control. For delivery we rely on the Post Office to do their job correctly and in a timely manner. Very rarely, the Post Office loses a package or delays the delivery of your order outside the specified delivery window. The failures of USPS are not my fault or a reflection of my dedication to my customers and my shop. Twigs and Twirls is not responsible for lost, stolen and undelivered packages. Items marked delivered by USPS are considered delivered until proven otherwise via GPS coordinates provided by USPS. If you would like to pay for date definite guaranteed arrival, please contact me
prior to placing your order to arrange. Our shop does not assume responsibility for shipping exceptions and delays due to acts of god and/or severe weather and circumstances outside our reasonable control. In these circumstances we will work with you to find a workable solution, but refunds, replacements, rush shipping are not immediately provided without a thorough investigation into the situation.

Frequently asked questions
How long will it take for USPS (the post office) to deliver my goodies if Standard Shipping is chosen at checkout. (Standard shipping is the most economical option.)

AFTER your items ship, standard USPS shipping window is 2-5 business* days. (Sundays and Holidays do not count, the day your item ships does not count.)

How quickly can I receive my order?

After you place your order we will prepare you items for shipment (this is processing time). Once shipped, your selected shipper will deliver your package (this is shipping time). You will receive your order after (processing time) + (shipping time) has taken place. Current processing time is listed in the shop found under "shipping/policies" for EACH item. Shipping time is based upon shipper and method chosen at checkout. Search "rush" in OUR shop to find additional shipping upgrade options. Full details found in shop policies.

I have answers and I am happy to help you! If you require my order assistance, customization or consult please send me a message and I will do my best to respond quickly. I try to answer all inquiries within 24 hours. Typically I will reply in the evening once our kids are tucked in. We are a busy homeschool family with four children and daytime immediate replies typically cannot be accommodated, thank you for understanding. Many of our frequently asked questions can be found within our shop policies. Order notes are typically not a good place for order questions or to begin a dialogue because they are often not seen until your items are being prepped and/or shipped.
