Born in Washington Heights (upper Manhattan), Rafael Vélez, Jr
attended Fiorello H. La Guardia H.S. of
Music and Art & Performing Arts as an art major. He later earned a BA in Studio Art from Hunter College in 2008 and his MA in Art Education at The City College of New York in 2014.
Rafael worked as a teaching artist for over 10 years in afterschool programs and day camps in New York City and is currently working as a high school art teacher for a charter school in the South Bronx.

Velez's work aims to spark interest in a subject seldom taught in detail in public schools; Caribbean History. Most of his work depicts different stories, designs, and images from the indigenous Caribbean. There are many customs, beliefs, arts, etc, that are thousands of years old in the Caribbean and have been just out of reach of most of its descendants. He hopes that his work will build pride in all living descendants of the Caribbean worldwide and that the true history is learned so that it may never be forgotten.
