Cecile Raley Designs is dedicated to all things sustainable and fair. Our castings are made from recycled materials, and our gems are untreated whenever possible. We promote local artisanship and fair wages. We strive to understand how our gems and materials are sourced, and we provide full disclosure about our production to our customers. Based just outside New York City, Cecile Raley Designs uses local (Jersey City and New York City) artists to help with our work. We specialize in antique styles ranging from the Victorian to Art Deco periods, adding splashes of color with rare and unusual gems.

Whenever possible, our gems are not heated, oiled, glass filled, dyed, or diffusion treated. We are proud to be able to offer some truly rare finds, such as Merelanit Mint Garnet, Mahenge Spinel, Color Change Garnet, Ceylon sapphires, unheated Tanzanite, and more. These stones are hard to come by, and we often chase parcels for weeks to get a hold of these gems.

Put your Mind to it and You can Do it

A few years ago, I saw a necklace in a museum shop in Montreal. I really wanted it, but it was expensive. When I came home from vacation, my friend said to me "why don't you make it yourself? I'll show you how to do it." This was a revelation to me and I've been making jewelry every since. I am self taught (I have a Ph.D. in philosophy, no design degree) but I love being creative in any which way.

I've always been a self starter, and motivated to try new things. I like keeping busy, and my hobbies and my jobs tend to blend into one. This is a good thing, because you shouldn't waste your life doing things that you don't enjoy. Gem stones are my passion, and I hope that my item descriptions and photos communicate this.

My shop grew together with my customers. Most of them are regular buyers, they make suggestions, provide feedback, and they tell me what works and what doesn't. Being creative is a collaborative effort, all you need is to be willing to work hard and to have an open mind.

I get help with making my jewelry, in part because my shop is now too busy for me to run it on my own, and in part so I can offer more variety to my customers. I use Taba Casting, a casting service in NYC (if I tried casting in my condo, I think the Jersey City Fire Department would have a melt down, no pun intended). Taba is certified green and they cast in over 20 different alloys. They are a small family business and I love working with them. I highly recommend Taba to other jewelers on Etsy.

I also have an assistant, Debbie, who has become my right hand. She does everything from social media to shipping to keeping my head on straight.

Brandy from Generation Punk Jewelry (also on Etsy) does my CAD designs.

Finally, I use a setter, Pierre (you can read about him in my blog). The setting work I like (a lot of pave work with mill grain) is far beyond my own expertise and Pierre has worked in the business for over 30 years. He has set for Cartier, Tiffany's, and many other design houses, but runs his own shop out of 47th street. The standard for setters is not to guarantee the stones they set, however, which is why I cannot set stones that I did not source myself.

Payment
I accept Paypal and Direct Checkout (any credit card can be used).
Shipping
Shipping is via United States Post Office, first class mail with tracking (takes 2-4 days). Shipping costs are graduated. All items within the U.S. are shipped with tracking and insurance, first class mail (2-3 days). You will receive a shipping notice via Etsy. All items are shipped within 24-48 hrs.

International shipping: all items ship insured, pricing is graduated and reflects the available shipping options. Insurance tops out at $400 (those are the limits set by the insurance companies Etsy offers). Tracking outside the U.S. is not available. Shipping to some locations can take up to 3 weeks, so please be patient.

Buyers are responsible for any duty or import taxes.

IMPORTANT NOTICE ON INSURANCE:
While all my items are shipped with insurance, Etsy uses a third party insurer (U-Pic) who asks for documentation beyond that required by USPS. This is automatic with every label printed via Etsy. If your package does not arrive within 4 weeks (in the US) or 6 weeks (outside the US), please contact me to file a claim. You will need to sign an affidavit that you did not receive the item, or that the item was damaged, which goes to the insurance company for evaluation. Also note that all insurance claims must be filed within 3 months of shipping date!
Refunds and Exchanges
1. Ready Made Items and Loose Gems: If you purchased a ready made item or loose gem, and you are not satisfied with the item you purchased from me, I accept a return within 15 days of receipt.

Here's how you need to initiate the return:

(a) Send us a convo or an email to let us know what you are returning and the reason for your return (for instance, the item didn't fit or isn't as described)

(b) Once we have acknowledged your request for return, please ship the item back with tracking and full insurance.

(c) When we have received the item and it is in good condition, we will send you a refund minus shipping the money to PayPal or Direct Checkout.

2. If you purchased a custom order, the order is not refundable.

3. If you customized an item, i.e. ring sizing or changing the length of a necklace, we charge a 15% restocking fee.

There are no refunds or exchanges after two weeks. of receipt of the item.

Our stock is limited and constantly rotating. Some of our gems are on memo, which is why our return policy is brief. After it is expired, our sellers get paid. Contact us first if you wish to purchase an item that you are only considering keeping.

Custom Orders: They are welcome, please inquire, but read my blog entry on custom orders first.

Custom order take anywhere from 1-3 weeks unless a computer design is requested, which takes longer. They require a 50% deposit and are not refundable. Please note that I do not set customer's stones. I do not have insurance for that.

Payment plans: I'm not keen on them because I use the proceeds from sales to make new items, especially the expensive ones that have a low profit margin for me. Also, PayPal already offers a payment plan for qualified buyers.

That said, if a payment plan is essential for you, I can offer the following: 20% non-refundable down-payment, then payments every week or every two weeks over 2 months. All payment plans must be completed within 60 days. And I can only afford 4 or 5 at one time, depending on the item. So please be so kind and contact me first.
