Refund will not process

I have tried issuing a refund several times this morning.
I am getting this error
"We were not able to process your refund as there seems to be a problem with your card. Please update your card on file or try again."
This is happening in my other shop PureRoxFaith but for some reason, even though I am a member of the DC team, I am not able to create a thread under that account.
I looked at my card on file, which I don't understand what it has to do with) and it all looks current
