Etsy legality of "kits"

Yes, but the buyer would have to pour the sand, and comb it and stuff. So it's not really, technically "complete" as it is when it ships. Though the stones are very intricately painted and definitely handmade. It wouldn't come off as me trying to sell something commercial, of that I am sure, but I want to be airtight with the rules.
I think the issue with the "shaving brush" scenario, and others I've seen over the years, was that people wanted to offer the brush (or other commercially made item) as a separate listing so that people could buy it in combination with a shaving mug, or whatever.

I would be incredibly surprised if your idea were not allowed. You are basically selling a zen garden, including your hand painted rocks. People just have to take the sand out of the baggie and put it in the tray with the rocks... it's essentially a shipping arrangement issue, not a product issue. :)
If a "kit" isn't allowed, just sell it as a Zen garden that requires a bit of "assembly" upon arrival. :)
Yes, I don't think I would call it a kit, except perhaps in the tags strictly for SEO purposes.
