You do not need a Dropbox account to download files. Bypass the Dropbox "create account" by clicking on "continue to website".
How to with an Etsy account:
Log into your Etsy account on a web browser (Etsy app does not have download option). Go to "Your account" then "Purchases". Select DOWNLOAD. Alternatively you can also download your files via the link in the receipt email that was sent to you after purchase. Then continue as explained above.
