This is a Daruma-e kokeshi doll, by Yoshio OGASAWARA (1936-) who is a Togatta style kokeshi craftsman in Tohoku, Japan.
The Kanji on the kokeshi is Yakubarai, which means ‘good riddance’ in Japanese.
Daruma dolls are a lucky charm in Japan. The model of the doll is the Chinese Monk Dharma who lost his arms and legs after the ascetic practice in a cave for 9 years. After the story was brought to Japan, the Monk Dharma's appearance was connected with the Japanese roly-poly toy doll, which doesn't have arms and legs.
Usually, the monk has a glaring expression.
The contrast with the strong daruma and the cute kokeshi entertain us. (Daruma-e, ‘e’ means ‘painting’ in Japanese.)
Because every kokeshi was made by hand, the expression of each doll is slightly different.

“He was born in Togatta (miyagi prefecture) on January 22, 1936. In 1952, he started making wood turned products, continuing for about five years. At age 20, he began working as a craftsman in Sendai.
