There are 24 big flags (12 with blank circles; 12 without) and 30 mini cake bunting flags (with and without blank circles) - see image #4 & #5. You can choose just a couple of flags and print many copies or you can choose to print every flag - you decide! Mini banners can also be used as cupcake toppers (flags on toothpick).
