The Mod Podge is water soluable, it will become tacky or even come completely off with water.

The decals are waterproof. The Mod Podge is mainly to protect the edges. Once an edge begins to catch on something, the adhesive will collect more & more dirt/debris, eventually affecting how the decal adheres to the band. This is what the Mod Podge protects.

Theoretically, you could apply it to only the edges and get the same benefit.

Some parents choose not to use it at all, which is fine - you just need to be aware of the disadvantages of not doing so.
